Measuring HS in Small, Vulnerable Municipalities: A Quantitative Approach

This article presents a methodological proposal for formulating Human Security Index ( HSI ), including information from institutional sources and the inhabitants' perception of security. The developed methodology uses quantitative methods to evaluate HS (Human Security) in small municipalities with large rural areas affected by confluence different social economic problems. Given security conditions area, it was impossible use random sampling mechanism. Therefore, data collected have sample size that cannot be considered significant enough make inferences using frequentist statistics approach. method construct index is illustrated Miranda's data, Colombian municipality exposed decades armed conflict. With answers given 55 interviewees questions related conflict such as presence-absence reminders retained values violent events, 36 indices made, two them were selected study, following some statistical criteria. In construction one these indices, we used binary variables and, other index, count data. obtained both Miranda were, respectively, 46.4 35.8.
